The most recent approved City Council minutes are for March 5, 2012.

At a regular meeting of the Milnor City Council held on Monday, March 5, 2012 at 7:00 p.m., the following members were present: Merril Decker, Terry Dusek, Randall Edison, Dana Jacobson and Bruce Ordahl.  Also present:  David Kozok, Eric Deyle, Kelby Sundquist, Robert Lotzer, Claire Seefeldt, Robert Stahl, Lorraine Jacobson, Carol Peterson, Harrison McCleery, Dwain Elenberger and Janice Bixby. 

 

Meeting called to order by Mayor Harrison McCleery.

 

Motion to approve the meeting agenda (Dusek/Edison, unanimous).

 

Motion to approve the February Minutes (Decker/Ordahl, unanimous).

 

Motion to approve building/moving permit to Roger Stahl to remove a single-wide mobile home from his property and replace it with a double-wide mobile home (Edison/Jacobson, unanimous).

 

Deputy David Kozok presented the Sheriff’s Report for the month of February.  He stated that it was relatively quiet.

 

Eric Deyle and Kelby Sundquist of the Milnor Fire Department gave a presentation on proposed training for firefighters.  They requested assistance in obtaining a mobile home and a location to establish a training site for the Milnor Squad and neighboring Fire Departments.  The Council agreed to work with them and assist in any way that the City could.

 

Carol Peterson presented her Economic Development Report.  Proposed revisions to our current Renaissance Zone Project Guidelines have been submitted to the Department of Commerce.  Local project possibilities she has been working on include:  a law office, daycare, Headstart, preschool, before and after school programs, senior living center, lumber yard and Parks & Recreation Trail Program grant proposal.

 

Motion to approve the Renaissance Zone Project Application received from Lois Callies for the purchase of a single-family home located at 614 5th Street, Milnor: aka Lots 16, 17, 18 and NE 90’ of Lots 19, 20, 21, and 22, Block 15, Original Addition, City of Milnor (Edison/Dusek, unanimous).

 

The City has received several inquiries regarding available housing.  We have lots available in Mund East Acres, a few smaller vacant lots scattered throughout the town, a couple with homes in need of repair for which bids have been received and will be opened at the next meeting, and lots in Park Lane Trailer Court. 

 

Interest in the trailer court has increased due to the increased hiring at Bobcat.  The Council reviewed the policy established when several lots were received by the City as tax deed properties.  At that time a decision was made to no longer sell lots for the purpose of increasing property only. Double-wide homes were allowed to be placed on single lots.  It was felt that water and sewer lines installed to each lot need not be abandoned, revenue could still be generated for each lot and special assessments on each lot would not become a burden to the owners. 
According to information received from
Sargent County, a lot in the trailer court has now been appraised at $2,000.

 

Motion to allow the purchase of two lots in Park Lane Trailer Court, if required, for a double-wide trailer (Edison/Ordahl, unanimous).

 

Motion to approve emergency funds for February snow removal (Ordahl/Decker, unanimous).

 

 

 

Motion to increase the purchase price for a lot in Park Lane Trailer Court to $2,000 per lot (Edison/Ordahl, unanimous).

 

Motion to renew the annual service contract with ND Sewage Pump & Lift Station Service Company, Inc. at $500 for four lifts and eight pumps (Ordahl/Dusek, unanimous).

 

The Council reviewed the project on the legal drain behind Jack Bertram’s home, considered the proposal to remedy the situation and accepted the offer.

Sandra Hanson, Sargent County Tax & Equalization Director, visited with the Council regarding the recent re-evaluation of all residential property in Sargent County.

 

The Board of Equalization meeting is scheduled for Thursday, April 12, 2012 at 5:30 p.m.  The regular April meeting is scheduled for Thursday, April 12, 2012 at 7:00 p.m.
